This cheat works also for fallout2. Use a Hex editor and make

After these modification you'll have strenght and those on 10. 
Sneak, lockpick etc. you'll have on 300%. Good luck.

Free Experience Points

You can get an ulimited amount of experience in the Boneyard by 
following these steps:

1.  After you defeat the Mother Death Claw and any remaining 
Claws, go see Gabriel in the fortress.  He will tell you that 
you can take the ammo & stores in the lockers.  You will get 
1000 experience points.

2.  Leave the fortress area and go back to the Death Claw area.

3.  Return to the fortress area and go talk to Gabriel and ask 
him for ammo and weapons again.  You will get another 1000 
experience points.  Repeat until you are either a super human or 
bored with the repetition.

Go to the Hub and go to the "Caravan Traders" (the third 
place) and talk to that green haired chick for a job. On the
day of the job, talk to her again and say that you cannot go 
on the job because you forgot you have something else to do.
Go back to the red exit line and talk to that black dude that 
is just standing there in the middle of everyone near the red
exit line. He will give you 600 free caps. Do this as many 
times as you like. Hey! It worked for me! And its free! You
do not even have to go on the job!

This cheat only works if you begin a new game and starts a 
new character.  Just go to the create character section of 
the game, and create a new character... don't worry about 
modifying the strengths... etc yet.  Then save your 
character.  Exit or alt-tab out of the game, use a hex 
editor and edit the file you have just created in the game. 
 It should have the extension .GCD in the data directory.  
Change the LAST hex number for the file from the original   
05 hex to a larger number, maybe 20 hex.  Now when you 
reload the file in the game, you will be able to have 10 
for all your strength, luck, etc.  When you have finished, 
save the file again, and change the same number you have 
edited to a 00.  This is necessary to allow the game to 
accept your character because it does not allow you to use 
a character with spare skill points...

Wish you have lots of cash, just tag your gambling skill 
when you create you character then increase it to at least 
80% go to any casino and hold down the keys for example 1 
and 4. Sit back and watch your credits increase. With cash 
you can buy books(The Hub) to increase your skills and all 
weapons and ammunition on sale. No need to steal, no need 
to barter and no need to tag skills like FirstAid, Repair, 
etc.

An easy way to get money in Fallout:

  First off, carry around a lot of items you get off of 
dead people. Give them to Ian (barter with him and give him
the items for nothing in return).  During the game, keep 
adding to your Barter skill, add at least 10% per level.
By the time you get to the Hub you should have a lot of 
items, and around 100% barter skill.  Go to one of the
merchants (either the All-N-One dude or the Gun Guy, the 
black guy not the chick).  Buy all the stuff you gave
to Ian back.  Since you have over 100% barter skill it 
doesn't cost you much to get the items back however,
when you sell them to the merchant they give you at least 
two times what you gave Ian for them!  If you're like me
and went into the Raider camp with your guns blasting, 
then you should have around 15 to 20 thousand caps
after doing this trade.

This cheat allows the person playing to get as much money 
(Bottle Caps) as they need in the game.  

 In the town called the Boneyard, there is a man in a shop 
who repairs weapons and makes ammunition. He always has in 
his inventory 500 to 700 Bottle Caps (money).  Use your 
steal skill to steal the money from him. If your are 
successful, save your game. Then, load the game that you 
just saved.  Use the steal skill again on him and he will 
have another 500 to 700 Bottle Caps.  Do this repeatedly 
to get as much money as you need.  Just repeat the process.  
It helps to have a high percentage for your steal skill
because it increases the chance that you are successful 
at stealing the money.
